As for actually solving the puzzle, I haven't found anything yet. I have been trying various numbering schemes for the letters of the puzzle and while some of them give well-defined, the file extension makes no sense (e.g. .EES, .EEI), and the rest of the filename is gibberish, so I assume they are wrong. I'm sure The Key will help solve this, but I don't get it. The only thing I can understand out of it is that the Armed Forces monument should come first, and perhaps it has something to do with the first word or letter of each line?

I don't see how. But maybe the Key is not used to solve the Lock. But that doesn't make sense (why would they be called lock and key?).

E: Numbering the second monument only (not the Armed Forces one, which is for the Key) gives HEAINTGOTNONAVEL.HTM for the lock. He ain't got no navel? I don't get it.

Likely you'll have to count something, and it'll have to do with concrete.
A quick Google search for slating returns www.thefreedictionary.com/slating so maybe you're looking for roofing tiles?

I just checked the google map for the place again and I don't see anything that looks like it would have a roof! It looks like some sort of outdoor structure, maybe a monument or something. (This guy does seem to love monuments after all!) Here's some street views:

Also, with how precise the X,Y point is on the map, even without Gangadiddle's confirmation, that's got to be it. If it was wrong, it'd probably be pointing to a lake or the woods or something.
