Mk, I've been watching Bleach..perhaps a little too much. Those who have seen it- remember the one hollow (I forget what his name was) who used a lure to lure in humans? What if the Tails Doll is just a lure? It would explain the floating. Sorta.

I suspect it floats because it is not truly connected to the world we live in, and doesn't have to obide by the laws of physics that we have here on earth.Kind of like how poltergeists can throw things with out being seen, or how ghosts can walk threw walls to re-perform there death or other things of the wall came after those events.

my theory is that the gem on its head acts as some kind of floating device because if you look at how it moves it kind of sways back and forth depending on which way it moves but the gem usually stays still.
