No, DVD's cannot rust, no matter what. They would have to be made out of iron to properly execute rusting. But, back to the point.
There has been a change of weather down at the south of this period, even going to the one hundreds, if I'm not mistaken. Do you live anywhere near the Gulf of Mexico, if so, then the heat just made the DVD have a course of discoloration. Now, I'm not fully expertise on these types of subjects, but, I highly think it was just discoloration of the disc. Nothing too bad. But, again, I'm not a full fledged expert on this, but that's the best hypothesis I can come up with.
The ICEE idea was a bit on the paranoid side, as I do say so myself. Your just thinking too rationally about the Tails Doll.
And, that's all I can really say about this thread, so, I say cheerios to this thread. You may carry on now.

Well, I do live in Florida Here's a picture of the CD: I uploaded the picture to my computer by using this extra SD slot that my mom showed me on her computer. Again, I'm not used to her computer, since my laptop broke.

Wow. That's blue man, not orange.
Anyway, how can that possibly happen? I've owned cd's and dvd's for a really long time, they got scratched, smudged, and anything else you can possibly think of! Yet, I have never seen that before. Either of you professors got some ideas?

Eh... If there's too much light, that side can show blue and green. Try taking another picture, but not as close and try to focus it. It shouldn't be hard to get the entire DVD, focused, inside the frame...

Here are some more: Some pictures were taken in flash, some were taken with no flash at all

They seem more of a brown orange, rather than just orange.

It just looks dirty really. Have you tried cleaning it yet? I'm trying my best. The orange stuff won't come off. There is some dirt on it that wasn't there before. It never left the counter it was on except when I took it upstairs to take pictures.

Maybe TD was drinking his favorite orange ICEE, and spilled it on your DVD. That sounds logical. •_•

Eh... Looks like a normal colour to me... But maybe all my Cds look like that... How long has it been since you first posted about the DVD and ICEEs? Wouldnt TD have attacked you by now? We were able to clear up discrepancies. We determined that it was probably a coincidence... But remember, in real life, people get a kick out of tormenting you and watching you in fear. Why attack someone right away?

I prefer attacking AND mocking my prey at the kill. It's more fun to see those innocent people crying in pain, hopeless of any form of help, for it's the hour of thier death. *long great silence*
